Disaster preparation is a forward-looking practice, it requires communities to immediately prepare for an event that could happen in the future. The event usually has a low probability of occurrence and has no definitive date, this is what makes it difficult to prioritise. Considering the massive immediate social and economic challenges African governments face, they tend to kick the can down the road. Sadly, when disaster events occur, governments are often caught unprepared.
